Monroe County announced on Apr. 16 that July 13, 2026 is the closing date for the final Rate of Growth Ordinance (ROGO) quarter in which residents of unincorporated Monroe County can apply for a market rate ROGO allocation from the current pool. The county said that building permit applications to construct new residential dwelling units must be submitted by June 12, which is 30 days before the ROGO deadline. These applications must pass all required permit reviews and submit a complete ROGO application before July 13 to compete for an allocation.
This deadline does not affect building permit applications related to repair or replacement of existing dwelling units. Additionally, new and expanded nonresidential development may continue to request NROGO floor area from existing banks after this date. The county emphasized that applying for a ROGO does not guarantee receiving an allocation during this quarter.
The announcement comes as Monroe County amends its Comprehensive Plan and Land Development Code in order to distribute a new pool of 657 ROGO allocations authorized by Chapter 2023-17, Laws of Florida, confirmed last December by the Administration Commission and State Land Planning Agency. Building permit applications submitted after June 12, 2026 will still be accepted and reviewed; however, applicants will not be able to submit a ROGO application until the next allocation period begins under the updated ordinance.
The next opportunity to apply for a market rate residential unit through ROGO is expected on July 13, 2027. However, these amendments are still being processed and require at least three public hearings before adoption as well as approval from the State Department of Commerce. Monroe County stated it will continue updating residents about progress on these amendments and provide more information about both new allocations and any changes in application procedures when available.
